West Wight Place Planning Consultation

 

On the 1 March 2019 the Isle of Wight Cabinet Member for Children’s Services, Education and Skills approved the commencement of an initial six-week public consultation period on the removal of surplus primary school places within the West Wight school place planning area. The planning area is made up of; All Saints’ CE Primary, Brighstone CE Primary, Shalfleet CE Primary, St Saviour’s Catholic Primary and Yarmouth CE Primary.

On 10 October 2019 Cabinet approved:
a) the publication of a statutory Public Notice (Appendix 1) in accordance with section 15 of the Education and Inspections Act 2006, the Notice set out the Council’s intention to discontinue All Saints’ CE Primary School, Freshwater with effect from 31 August 2020.
b) that officers support the Governing Body of The Federation of Church Schools of Shalfleet and Yarmouth to undertake a period of consultation on the relocation of Yarmouth CE Primary School to the Freshwater site from the start of the 2021/22 academic year.

The recommendation of a further report to Cabinet on 9 January 2020, which was agreed was:
The discontinuance of All Saints’ CE Primary School, 79 School Green Road, Freshwater, PO40 9AX, from the 31 August 2020.
(This decision only to be implemented if the decision is taken by the Governing Body of the Federation of Church Schools of Shalfleet and Yarmouth on the 13 January 2020 to relocate Yarmouth CE Primary School from the start of the academic year 2021/22 to the Freshwater site).

The Governing Body of The Federation of Church Schools of Shalfleet and Yarmouth have consulted on the potential relocation of Yarmouth CE Primary School to the All Saints’ site, this consultation closed on Friday 10 January 2020. Governors decided on the outcome of their consultation on the 13 January 2020 and their response is available on the school's website, which can be accessed here. They have agreed to the relocation of Yarmouth CE Primary to our school site subject to the sign off of the PSBP2 investment or an equivalent substantial Local Authority Capital Grant to ensure the premises are fully fit for purpose.

All Saints and Yarmouth Schools - Implementation meetings
Purpose
The purpose of the implementation meetings is to decide how best to enact the decisions made regarding All Saints and Yarmouth schools following the recent West Wight consultations, and to monitor the progress of the actions decided such that the education and wellbeing of the pupils and staff at the schools are maintained whilst all transition and completion processes are undertaken and finalised.


Decisions
Decisions regarding the relevant issues around All Saints and Yarmouth schools will be agreed at the implementation meetings.

Minutes
An executive summary will be created and published within two weeks of each meeting. This will be emailed by the business services officer of the implementation group to:
- Councillor Brading
- Relevant staff at the LA and Diocese
- West Wight Headteachers and Chairs of Governors
- West Wight preschools


The executive summary will be published:
- On the school website (or a link to the IoW Council website)
- Through the school newsletter
- On the IoW Council website (This will happen from 12th February 2020)

Any questions that arise from the executive summary will be answered by the mechanism described below.


Questions
Questions from staff, parents and the wider community are to be shared with the HT of the school.
At least one week before each implementation meeting, the HT will collate the questions and send them via the business services officers to the implementation group.
The implementation group will have at least a week to consider the questions and draft answers.
There will be an agenda item at each implementation meeting under which the answers to each question will be discussed and agreed. If no answer is possible at that time, this will be agreed and provided as a response.
Within two weeks of the meeting the questions and answers will be published:
